KalSoft works in a consortium to provide
ECP a Computerized Electoral Role System
Election
Commission of Pakistan (ECP) has entrusted KalSoft with the crucially important
project of national as well as
international significance for
developing a Computerized Electoral Roll
System (CERS). The contract was signed
between ECP and KalSoft led consortium
(KalSoft JV) which also includes TCS
(PVT) Limited and Expert Systems (Pvt)
Limited.
This mammoth Project comprises the
development of a comprehensive software
system for the CERS and Data management,
and establishing the infrastructure,
conducting the entire data entry of
forms using blind double data entry
standards, printing, end to end
transport and logistics services.
ECP is an independent and autonomous
constitutional body charged with the
function of conducting transparent,
free, fair and impartial elections to
the National and Provincial Assemblies.
It is one of the essential government
bodies that require automation of the
numerous processes in a secure and
protected environment.
The principal purpose of this contract
is to provide ECP with a completely
automated system that will allow it to
enter data in a secure and protected
environment for Electoral Rolls for 2007
and beyond (ER07). This solution will
enable the Voter’s registration, which
is the most crucial component of any
election system in an accurate, reliable
and authenticated manner. The CERS and
Data Management Software will perform
the function of studying and storing
data required for the process of being
automated. Once the data is automated it
will be used to support the application
development for data entry operations so
as to enter and store, as well as
retrieve data whenever required.
The solution is expected to mark a new
era in ECP’s history with much enhanced
and empowered processes providing
strategic technology to achieve
encouraging results. This contract will
open new avenues in the future for
KalSoft in pursuing projects in the
public sector.
Present at the project contract signing
were Mr. Khurram H. Kalia (President and
CEO, KalSoft) and Mr. Yasar Noor (S.V.P
Subsidiaries and Sales, KalSoft), Mr.
Ejaz Ahmed (Consultant-UNDP), Talmeez
Abbas (Consultant-Expert Systems), Mr.
R. B. Jan Wahidi (Provincial Election
Commissioner N.W.F.P), Mr. Kanwar
Muhammad Dilshad (Federal
Secretary-Election Commission of
Pakistan), Mr. Saqib Hamdani (Chief
Operating Officer-TCS), Mr. Zahid Khan
(MD-Expert Systems) and Mr. Khizer
(Director IT- Election Commission of
Pakistan).
Mr. Khurram Kalia, speaking on the
occasion complimented the leadership of
ECP on their vision and commented that
this is a brilliant initiative by ECP to
automate the process of electoral rolls
which will add a lot more credibility to
the whole process which is crucial for
conducting of free and fair elections.
He said, “The system will moreover, not
only enhance the overall productivity
and efficiency of the process but it
will also allow generation of business
intelligence based reports that will
give insight in to the whole election
data. The state of the art system and
infrastructure will also provide a
platform for enabling e-voting and other
advancements in the future as well.”
