BPR Consultancy provided to Government institutions in Balochistan
The Information & Information Technology Department, Government of Balochistan and Balochistan Board of Intermediate and Secondary Education (BISE) engaged KalSoft for consultancy services for Business Process Re-engineering (BPR). In order to materialize the vision of creating a paperless environment, Government of Balochistan has taken various initiatives towards automation and computerization of current practices. These initiatives are part of E-Government Program of Pakistan under the National IT Policy.
A System Requirement Specification (SRS) document was provided as a result of the analysis for the process review and analysis in three phases. In the first phase, the methodology for the ‘As-Is Model’ was applied with current practices and procedures analyzed with documentation of existing technology, processes, procedures rules and regulations. A detailed and comprehensive analysis was conducted in the second phase. The suitability and feasibility of the changes required were identified as part of the Business Process Re-engineering cycle with current processes compared against the defined organizational benchmarks. In the last phase, with the application of the “To-Be Model” recommendations for improvements and suggestions for software requirements were provided.
A detailed and thorough study of Internal Communications and Movement of Files Systems, Budget and Accounts Management System and the Human Recourse Management System was done for Information & IT Department of Balochistan. It highlighted improvements in workflows and operations enabling them to underline the problem areas and subsequently provided a description of efforts required to computerize the current manual methods. The SRS study for BISE accentuated improvements in workflows and operations enabling them to outline the problem areas and provided a description of efforts required to transform the current manual methods applied to an automated system. A high level understanding of the automated system was documented which would help the stakeholders in establishing a baseline of the system requirements.
KalSoft’s BPR consultancy will function as a blueprint for automating processes and workflows and will serve as a baseline for the development of new systems. Government of Balochistan now has a comprehensive document specifying the scope, size, and complexity of the applications. Also the requirements specified in the third phase of SRS will help them drive system architecture, design, implementation, and testing activities. |
